How much welfare will be delivered to
people in mining affected areas?
30th September , 3pm
Following the Prime Minister’s Independence Day address, in which he described the under-development of mining areas as an issue of grave concern, the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) was launched. The scheme has been championed by the Ministry of Mines as a “revolutionary and unprecedented scheme of its kind, which will transform the lives of people living in areas which are affected directly or indirectly by mining”. The PMKKKY will be rolled out by using the funds accrued to District Mineral Foundations (DMF), a non-profit body instituted in March 2015 through an amendment to the Mines and Minerals (Development and Regulation) Act (MMDR), 1957 and to be developed by various state governments.
The amount under the DMF in less than one-third of what could have been achieved with the best intent of the law. However, the opportunity must not be wasted. The PMKKKY gives this some positive direction, but also suffers from loopholes and vagueness. Necessary improvements need to be made in the PMKKKY and integrated in the DMF rules of the states.
Join us for a detailed web discussion to analyze the challenges and what needs to be done to ensure that people in mining areas truly benefit from the wealth that is produced from their homelands and which they have been denied for decades.
